Social security is not general fund taxes. It is a compulsory retirement fund. The reason for the limit on social security withholdings is because the money is supposed to be used for your payouts when you are old.

The conspiracy with SS is that it exists at all. When it was created, payments started a few years past mean life expectancy. The average American was expected to pay a 15% tax his entire life (in addition to general fund income taxes) for a "retirement account" that would pay him $0 prior to his death.
