China is in the "global south" , same with North Korea.

And then you look at how they use it, as in this case: westerners, Europeans, Australians, etc, are all considered the wealthy north. Even if they are not wealthy in their own countries, they are wealthy compared to the global south.

So using that definition, all of the people in the north need to give up their "wealth" collectively to the global south.
