It’s literally Gods law and so revenge is not necessary but at the same time letting tyrants walk all over you is equally unacceptable. The middle strategic route of noncompliance ro anything but Common Law while openly practicing your Rights is the better strategy.
Most gang members and tyrants don’t believe in karma. They are arrogant enough to think they will get away with evil and when they finally reap what they sow, and their life falls apart, they blame it on bad luck and repeat. They next time the backlash is even stronger and one day they realize what goes around comes around. This law applies to good behavior too so no good deed goes unrewarded (hint: lots of good deeds overtime in secret lead to life wide abundance).
Probably bad deeds reduce our reward in Heaven (if we go there) and drag us further away from God, while good ones draw us closer and increase reward (if we go to Heaven) in Heaven.

Karma is impersonal. God is Personal and He will judge people. Know the difference, don't conflate hindu concepts with reality.
I would say its not done on the fly. The rules were set before creation started.
It usually work like this. Any evil we do on others will one day be done to us. Any good we do to others comes back 10 fold in a way we need it.
