Because most people are irresponsible and emotional and brainwashed, yeah.
Apart from the Chinese state also shilling marriage and childbirth. Just a coincidence though, pay no attention to the brainwashing!
Because having kids is not a good thing in itself. It's not good to have kids that are subjected to a broken home and parents that don't want them.
