If the files were truly released, unredacted, DC would be a ghost town and Guantanamo would have a no vacancy sign on it for the next century. The fed would be dead. If you mean a distraction because they will never truly intend to release them, then yes I agree that they can be used as a distraction and continue to destroy the nation. That's no different than what they've been doing.
