I remember someone telling us to pull up South Africa on street view, and if it wasn't shithole slums, every house is a fortress with barbed wire and completely encompassed by high fences and security cameras.
My SA friend used to post videos that showed those efforts were futile. They can slip through the skinniest bars. I collected some and made it a movie.

Nukes require knowledge and skill to operate, or even maintain. SA wouldn't even be able to figure out how to detonate them on the launch pad.
