Does "Practical Idealism" sound like a sci-fi book to you? It's a book about the future, correct, but it's non-fiction. Elites love to write their plans for the future down. Btw most of the sci-fi genre is propaganda either way.
But I agree the book is revelatory enough and there's no need to fake quote it. Kalergi was a rabid fabian socialist skittles man.
