Either people want children and therefore there shouldn't be a birth crisis, or they don't and you're coercing people to do things they don't want to.

Either way, the amount of kids being had is correct at any point, high or low, because those are the number of people that want to be parents. The idea that this should be increased by forcing people who don't want families to have them is absurdist crap scraped off the corpse of the Soviet Union.
