Natalism was a Soviet invention, so no. There was no such thing as natalism to oppose before then, with small exceptions during the fall of Rome and early rebellions against Washington.
It was first built in 1924's Family Edict, where the debt directly led to the Holodomor. Then it was increased in 1936 with family subsidies and a ban on abortion, 1942's Family Edict increased the subsidies and in 1944 a bachelor tax was introduced.
These were all repealed after the death of Stalin, and the USSR largely abandoned natalism except for welfare to families earning below a certain level.
