Azerbaijan is getting what it wanted. Armenia capitulated out of desperation. Militarily, Armenia is much weaker than Azerbaijan. Russia doesn't want to help Armenia, and Iran itself is currently facing major problems. Given that Armenia is surrounded by enemies—Turkey to the west and Azerbaijan to the east—and given that America is on Azerbaijan's side, Armenia agreed to the deal out of sheer desperation. If Armenia hadn't agreed, there would certainly have been an invasion.
