That region gets hit by much stronger quakes than that. A 5.1 isn't that big. Not saying they don't have a machine to do that, but that size quake is nothing to get excited about in that part of the world
BTW, that thought did cross my mind when I first heard about it
A good friend told me to keep in mind the shallow ones, which this was.
