The L-1A nonimmigrant classification enables a U.S. employer to transfer an executive or manager from one of its affiliated foreign offices to one of its offices in the United States.
For all L-1A employees, requests for extension of stay may be granted in increments of up to an additional two years, until the employee has reached the maximum limit of seven years
Are they really using this more than H1B? Doesn't sound like it, but I guess it is possible.
It's not only manager, the qualification from the L1B is "Specialized Knowledge", which they can bullshit with anything (knows proprietary platform XXX), because there's hardly an approval process. But they also can classify unqualified people as "Managers" too for the L1A.
I've had whole offices replaced by L1s making about minimum wage. The catch is, the company had to provide them with shared housing, transportation, and a $25 a day stipend for food, because otherwise theyd have died in poverty in the US. Literally just like slavery...
