Likely because they didnt want to pay people money later, they are that broke. Used to be we would spend millions of our taxpayer dollars if it even saved one life, now its not cost effective to save hundreds.

Every video I've seen of people on the ground are saying the same thing. Fema is only getting in the way and purposely blocking rescue missions.

They've never had a flood there that's why barely anyone is expected to have flood insurance.
Katrina was another disaster that fema was horrible with so where's all that relief money going?
