The explosions hit the country's south and the southern suburbs of the capital Beirut, a security source and a witness said.

I understand how a pager could receive a coordinated signal to trigger its explosion, because it's on a cellular network. I don't understand how a 2-way radio (walkie-talkie) could receive such a signal because they aren't uniquely identified devices on a network.
