Honestly it is an interesting problem - how to break that endless clown show and what should replace current election system. The best proposal I ever heard is to hold a referendum about adding to constitution or whatever highest law an article that all elected individuals should be evaluated on the next elections by voters. If voters are not satisfied with fulfilling election promises, elected individual should be criminally prosecuted for fraud, with real jail time at minimum equal to the term and without any possibility of bail or pre-term release.
However, as far as I know, there is already no country in the world that allow referendums on arbitrary topics. Either topics are restricted, either topic has to be approved by those who will become punishable for their lies. And referendum on above change to the highest law is barely possible anywhere.
