But what does it mean?

• NATO + G7 + EU + USA + UK + WEF + UN + IMF + BIS + AI all rolled into one
• Total tracking and surveillance of everything by AI (on the net and IRL)
• Citizens have "rights" and "duties" that AI monitors, scores and rewards
• "AI agents" have AI citizenship with "rights" and "duties" and AI monitors them
• Tons of buzzwords: transparency, inclusiveness, honesty, openness, innovation, climate change, circular economy, recycling, resource targeting, smart monitoring, smart cities, AI energy infrastructure, AI governance (of and by), virtual worlds, metaverse, CO2 capture, 15 minute cities, tokens, smart contracts, block chain.

Pretty much total control with limited everything (eating, moving, travelling, sleeping, energy use, habitation, going to nature, consumption) all centrally monitored, governed and controlled by "AI".

This is a project has already been running for well over 7 years.

They have most founding documents, governance models, milestones, goals, roadmaps already in place and with many governments, cities and companies aboard.
