Your numbers are not right. Movies are at minimum 10x what you cited. People aren't cheap when inflation takes hold. And people who require silence are more expensive or expendable.
Companies spend a lot of money....my company employs over 100+ people and spends almost 20M a year and we are just a business.... So, think higher....but yeah, there is money laundering and there is a lot of money at play... probably more like 2-3% GDP

One of my favorite movies, terry gilliam knows what's going on. The jew future may very well be that absurd, if it isn't already now.
