He can't see the next level of the game.
CCP wants people to be afraid, to be scared, to need more police, cameras and surveillance.
When people are afraid, CCP can appear as strong leader and give them safety, by subjugating them and taking away the remaining bits of their freedom.
This is the oldest game. All the countries do it, more or less. CCP just do it more bluntly, directly and in your face.
But it still works. Fear breeds begging for strong authoritarian protection.
