Whistle implies "to whisper" and it's being suggested to prevent many from screaming/skirmish (a contest; a contention) about behavior of few.
Furthermore; SCREAM in the context of horror (fear) tempts the consenting viewer to contest themselves to remain content aka to hold their emotions inwards, instead of screaming outwards.
