So two dudes from LA and NE (Luisiana and Nebraska?) are good guys, as they are without masks and don't have photo on the right with them taking the jab?
It will be nice if guys posting local US memes would somehow provide some context for those who are not Americans.

It's a near certainty, there'd be death jab photos/articles for them otherwise.
There is no known 'good guy' governor.
Just varying degrees of acting/deception capability/diligence.
