Not necessary. Quotation mark separates link from parameters. If there are no parameters left, quotation mark is just senseless and could be deleted. Ampersand (&) separates parameters from each other. Often you need to delete only some of parameters, like facebook traking "fbclid", so they need to be deleted with their respective "&" separators.
