Since both use 'shipping' ........the fulcrum of the issue lies there.

Who owns the transport systems? The military has been doing the majority of the work, know that. One reason why Noriega was taken out of Panama....he was going to stop it.

Now groups of terrorists can be shuffled around claiming amnesty, and then escape with help from the people they targeted.
