The spellbinder worsens the psychological health of those under his or her influence. This may be the beginning of a 'pathocracy' (though not inevitable) in which individuals with biologically based psychopathology, including personality disorders (especially psychopathy) occupy positions of power and influence.
It's not that I think this guy was right on the money, but he was at least alert to the idea that the psychological dynamics of politics work very differently than what almost everyone supposes. IOW, it's a natural result that deranged, violent freaks are in positions of power.
