We are in big trouble on this for many reasons. Imagine a pilot who can't do basic arithmetic or a nurse or even a doctor who can't calculate dosages or carpenters who can't do simple math for construction. I figure the military generally will be getting the lowest of the low. From all this we can see high schools aren't doing their job.
On your situation, I am sorry you faced resource issues but I hope you overcame them. All your posts show you are a capable guy.
The Caltech policy at least when I went to school was to assume basic competency on high school skills, and then the physics department taught calculus because the Tech math department didn't come up to speed quickly enough to be usable in physics. Now, Tech has two tracks in math, and physics(!), one for the slow kids (often the girls, always the PoCs) and one for the more advanced ones (generally white guy nerds). That alone says one can no longer trust a Tech grad to be the best of the best.
I no longer recommend Caltech and tell people, go to MIT.
I have written before about Caltech lowering its standards and discriminating against admitting male undergraduates (policy set to have 50% girls), and dropping the SATs. Now they have weakened math requirements that used to be strong, and are substituting Khan Academy as allowable prep. 2023 will be marked as a downward turning point for this school.
They have managed to dumb down Caltech.
I emphasize, dumbed down. Caltech in the past required not just smart but also really strongly math-capable. They have now weakened entry in the name of DEI, to allow in students from 'less advantaged' backgrounds, and foreign women students, and so on. This was preceded by hiring a Marxist, black lesbian admissions director who declared her goal was to admit fewer American male undergraduates. Now look at the female jogger student in the photo. That is not a particle physicist in training.
I also note that girls do not build things as much as, nor the way, boys do. Where this will play out is we will have fewer 'thing' innovators than in the past.
These are no longer the kinds of kids who once helped create Silicon Valley and put us into space. When you add to it Stanford, which banned a list of words including 'American' and Harvard, which has gone full-blown socialist legal studies, our best higher institutions have been steadily gutted. The lower quality schools (colleges) now teach remedial high school arithmetic.
Things have sunk low, and the commies are winning.
Easy thing would be to cut off any funding.
But republicans are faggot jew lovers so you'll get more jew degeneracy and satanic inverse unreasonable behavior because hell is a place where there is no reason.
How about disqualify CalTech from federal student loan program? I'm sure when Mitch McConnell is done staring out into empty space because he's nothing more than a skin suit for traveling demons he'll get right on it.

Government education always caters to the lowest common denominator.
The most advanced, intelligent students are ignored. The child prodigies don't get the attention. The kid who wants you to refer to their fake pronouns gets all the attention.
They had to do this because the local school dropped the higher end classes.
...and that's usually to avoid certain demographics being "under-served" and 'left behind'.
