If I were an evil investor with government connections, there is hardly anything different I would have wanted to happen in this whole mess.

Not getting water to the fire, not letting extra help in to normalize the situation, and basically stealing the property from the residents who lost their homes.

Even if it did start by an accident and it was handled incompetently, everything is coming together perfectly.
