There are two parts to this, HAARP-like installation, and jet spraying particles to help the HAARP operate on atmosphere. Operators of such installations include the US, Russia, China, and Israel. Yeah, Jew weather control too.
But the thing is, since chemtrail spraying takes place around the world, and over other countries, it is NOT just the US doing it. My vote is it is a globalist operation.
