CLI, GUI, API (command line interface, graphical user interface, application programming interface)
Though the first two interfaces are aimed at humans, the API is aimed at applications. One can then use an application to access the API to automate requests/changes. (mass delete comments, mass ban users, etc.)
An API does NOT allow access to the source code.
He means the api just gives access to the internal functions of the site. Yes it doesn't mean source code but it's not that far off.
It doesn't even give access to internal functions of the site. It just allows one to automate changes. The access controls would still limit application-driven changes to whatever access the user has.
