The DMCA is horrific but still allows fair use and using an image as a murmur generally falls into that category.

And since when copyright laws bother anybody? They could just put them into their asses since eMule times.
There is enough of torrent trackers, there is 5 large ones only in Russia.
Also, you really don't need a tracker site, it is more service with search and forum than necessity, DHT works perfectly, magnet links and all that stuff.
Partial (perceiving) can only copy whole (perceivable)...or ignore it for other partials (suggested).
Status quo of being implies mimicry aka adaptation to origin by those within. Ones consent to suggested copyright gives those suggesting the power of ones consent to withhold ones right to copy.
