Here's a bit more background. The Sun emits neutrinos and they pass harmlessly through the Earth like it was a ghost. My guess is that if there is a neutrino detection facility at the pole, it could be being used to image the Earth. That use would make sense. Where would it be useful? Case 1. Let's say you want to detect underground facilities. In theory you could use solar neutrinos to 'x-ray' the Earth and see where some other country has its DUMBs. But putting the detector at the poles would have a poor angle of view so would be not very useable.
Case 2. Another possibility is that if a deep undersea sub used neutrinos for communication, 1) that would be unstoppable, 2) it could reach anywhere no matter how deep the sub. A nuclear-powered sub already generates random neutrinos, all one would need is to find a way to modulate the reactor emissions. Also in theory this might be usable to detect subs of other nations, but in a very coarse manner.
The word weapon does not always mean blow-up, sometimes it might mean intelligence gathering.
