Milo Y. commented about this the other day on his social media, I said (jokingly) the black eye club was too obvious now. I didn't actually think that there is more to it, but it seems more than he are thinking about it.

They could be for:

• alcohol monitoring for people who take plea deals on DUIs (this is provable / known use case)
• people who are flight risks for reasons other than court dates: mothers wanting to relocate their children without father's permission, for example (provable use case)
• drug use monitoring for security clearances (I'm speculating here)
