He was within blackops, he wasn't stupid, didn't want to spill everything, just get the country back on the right track. Probably had a dead man's switch (neutered?).

Usually people are taken out as a public example to anybody other thinking of coming forward (Gary Webb, Danny Casolaro, etc).
