I'm no expert on Carter and most everyone only knows about his humanitarian work after being president, but it appears to me that he wanted to change as much as he could as quickly as possible, only he was fought every step of the way by congress.
He really wanted to increase transparency in politics and thought he could restore faith in the US gov after Nixon and Ford... When his term was up it was easy to make it appear that he did absolutely nothing.
He also seemed to speak bluntly and would rather take no action then take meaningless action that may appease the public, but will not remedy any situation.
A lot of things happened during his presidency that were out of his control as well.
The deep state gave Carter hell from day one.....but he kept the budget fairly stable. Every other prez has ballooned the budget and quite frankly anybody can stimulate the economy if you're printing dollars. So the economy was rather flat under his tenure......Carter was perceived as weak and once he gave away the panama canal most any supporters he had left. The Iran crisis sealed the deal as he vacillated on that. When Reagan was elected he barrowed money like it was going out of style and so the economy took a turn up and stayed that way.
