Obviously, to kill is to sin. Jesus is not encouraging us here to take revenge on those who wronged us, but saying that "to have a great millstone fastened around his neck" is preferable to the pain that awaits them in hell. "He that is without sin among you, let him first cast a stone at her." John 8:7

theres a difference to those who repent and accept jesus and those who continue to commit evil..
