This is evident in almost all of the major scientific revolutions in the world. After the discovery and experimental proof it mostly takes decades, sometimes hundreds of years for the practice to change.
The only alternative , as you allude, is to FORK IT ALL.
Build 100% parallel systems from ground up, boot-strapping it.
The difficulty is getting resources (money, materials, time, people, skill) all united into such effort and withstand all the attacks from the totalitarian status quo that sees all such moves as existential threat to itself.
