This is probabilistic thinking, but based on my 21+ years of reading into this: Judy believes what she says (I've met her, real deal). However, whether the same can be achieved with DEW, nano-thermite alternatives or even some other means - it is all basically a ruse. What matter is : who did it, for what purpose, what happened after the fact (i.e. the results they were after). The methods themselves, while interesting physically and crucial in terms of forensics, are in the end quite inconsequential.

The effects (what was achieved with 9/11) is what truly matter, as those are geopolitical and long term effects that echo over generations.
