The "judge not" rhetoric typically comes from non-Christians and false Christians as a rebuttal. It is a prime example of Satan twisting scripture and then influencing the hearts and minds of his people to parrot it and deceive the ignorant. That being said, we are not to judge the eternal fate of individuals, we are not God, however we can certainly judge righteous judgment in line with scripture. Here's some examples:

Do ye not know that the saints shall judge the world? and if the world shall be judged by you, are ye unworthy to judge the smallest matters? Know ye not that we shall judge angels? how much more things that pertain to this life? If then ye have judgments of things pertaining to this life, set them to judge who are least esteemed in the church. I speak to your shame. Is it so, that there is not a wise man among you? no, not one that shall be able to judge between his brethren?" (1 Corinthians 6:1-5)
"Beware of false prophets, which come to you in sheep's clothing, but inwardly they are ravening wolves. Ye shall know them by their fruits. Do men gather grapes of thorns, or figs of thistles? Even so every good tree bringeth forth good fruit; but a corrupt tree bringeth forth evil fruit. A good tree cannot bring forth evil fruit, neither can a corrupt tree bring forth good fruit. Every tree that bringeth not forth good fruit is hewn down, and cast into the fire. Wherefore by their fruits ye shall know them." (Matthew 7:15-20)
