I will go one further, it is extremely unlikely that change can manifest inside this system. I am more inclined to think we need a different system.
It is like the star wars claim where Darth Vader did not use the death star, a group of people presented him with a petition signed by thousands and he agreed that the death star was no good and everyone lived happily ever after.
I won't pretend to know of it, but the name Sheckley kind of throws me :) I will go have a quick look.
