No, he 100% did issue it, and it did fly under the radar. This was also around the time he started doing interviews with CNN and NBC too in order to “get the word out”

He also had no standing as a religious leader and later had to justify this fatwa by pointing to one issued earlier by Omar Abdel-Rahman (the blind sheikh) to justify it.
