A big problem with these psychotic megalomaniacs is they are ideal for rising to power because they're willing to lie cheat and steal as well as murder. As a society we may need to always nip them in the bud even if it means doing bad things. Bad is kind of relative - if it keeps these psychos from killing a lot of innocents, it may be justified.
I get that, and I agree, and maybe there should be some sort of Test for that, but to make it solid, we need Term Limits in Congress, 2 Terms Senate, 3 Terms House, and no more then 2 Terms in Congress regardless the Mix....
Ir these criminals will try to do 3 Terms in the House and then 2 in the Senate....

Where we get into trouble is in the Wording of the Amendments....
Look at the current 13th Amend, instead of Slavery and Involuntary Servitude are Unlawful....
It takes the Long way round and institutionalizes it into Prisoners can be Slaves, in line with the 14th and 15th Amends....
So Slavery is not Illegal as long as the Govt or some Private Corporation does it....
But yeah, we shoud have a long, like century long study of mental status of people who want to be in Political power....
