Long ago a tribe of criminals began subverting systems. Over the years the criminals have been discovered a number of times by society and were outcast. But never abolished.

More of the same. Using economic slavery and other criminal tactics around currency operations has allowed financial systems to completely manipulate all aspects of human development.

So the current system is driven by economic wealth. And this is basically where criminals live.
