Are they testing how far they can go? Or are they prepping for new hoax pandemics next year or years later? New injections?

I think the simplest explanation is basically that they're engaging in economic warfare against the West. Most of our goods require their labor now days. Covid was an opportunity to engage in a strategy of economic denial in a way that caused the west the maximum pain. Hence massive inflation and widespread shortages. It harms their own people too though- sort of like using chemotherapy.
But shouldn't we take into account that everything is orchestrated from the top down. 2020 clearly shows there is one central hierarchy.
And if a central hierarchy exist, they can simply put a law in China or something simpler to reduce exports. Or maybe as you suggest, they want to harm both because they want mutual economic destruction for all.
There isn't a homogeneous ruling class. Think about how much infighting there has been in families of monarchies. Look at disagreements in even small companies. Disagreements within churches...
There is a ruling class that is a very small group of people compared to 8Billlion, but their only shared goal is getting more rich and powerful in general.
