Are they testing how far they can go? Or are they prepping for new hoax pandemics next year or years later? New injections?

There isn't a homogeneous ruling class. Think about how much infighting there has been in families of monarchies. Look at disagreements in even small companies. Disagreements within churches...
There is a ruling class that is a very small group of people compared to 8Billlion, but their only shared goal is getting more rich and powerful in general.

You think that there is a homogeneous group of people ~240,000,000 in number?
According to jewoogle (founded by jewish Larry Page and jewish Sergey Brin who used to invite jewish prime minister Ehud Olmert) there is only about 15,000,000 jews, I suspect there are more though but that's not the point.
And yes, for all intents and purposes that group is homogeneous, I really recommend at least reading Kevin Macdonald's Understanding Jewish Influence, it's very short and to the point.
There are of course many peasant jews and the vast majority of jews do not know what's being conducted but that's hierarchy, only top jews know (i.e. as in hasidic leaders such as the late Menachem Mendel Schneerson).
And they don't have to do all the work, hardly any! They just control whose in office in the US, UK, EU, China and all the non jews will do the work for them. Look up the offices of the Chabad Lubavitch
I've read everything you've suggested. It just isn't true that there is a homogeneous ruling class.
