You lay concrete, you only cut it if you have made a mistake, or wish to make alterations in the future. If that is concrete it would have been formed where it is placed. You don't even cut it if you are making bricks out of it.

I get that you can cut concrete but like the other guy is saying why would you cut it if you have already layed a perfect foundation? You wouldnt.
A) human error. Mistakes do happen.
B) change orders. Alterations to original plans.
C) additions. Cutting concrete to access drain line/ water line.
