Free will of choice governs mind (memory)...unless ignored for the suggested choices of others, who by ones consent to their suggestions, gain the power to GOVERN (to control) MENT (mind; memory).

A VOTE, noun [Latin votum, from voveo, to vow. Votum is properly wish or will.] - "suffrage; the expression of a wish, desire, will, preference or choice, in regard to any measure proposed"...represents choice (consent) to choice (suggestion) contract law aka a) submission of choice to choice of others; b) shirking of response-ability (choice) within perceivable (balance) and c) the suggested inversion of being perceiving (reaction) within perceivable (enacting) natural law.
