I'm not sure how that would change the nature of the collapse in the short term, but resources would no longer be a problem. With a greatly diminished world population it would also be much easier to assert control for a global government.
This is my own half baked theory. It could be the elites know an asteroid is headed here and impact is not enough to wipe out the world but big enough to cause society to collapse. They want to cull everyone beforehand as it means less competition for resources after impact. And it survive chaos before impact when the news gets out.
These elites are fixated on 2030 for some reason and one would think they could push back their plans, but maybe they have a hard deadline.
