You're right; guarantee was a strong word. I THEORIZE that they have the advanced technology available to create a sealed biome. I'm not referring to an area where they won't be able to access materials from outside of the biome, just that they would have some kind of decontamination protocol for entering the biome. While the technology to clean up nanoplastics worldwide probably doesn't exist, I think they would have a greater chance of purifying a smaller area like a biome from toxic materials.
The Arizona experiment in the 90's ultimately failed, but we've come a long way since then technologically.
