I'm basically the only functioning mod for this community. I have no idea who owns this website. I have very little communication with other mods. It's just basically me, and axo, sometimes putinlovecats, but very rarely.

Can (board-level) mods block specific URLs from being submitted, or is that an admin-only thing? The site is just inundated with spam all the time, so I figured if you could mitigate it on a board level you’d try to.
No ability to block URL, only user names.
OK. I tell a lie, there is a function to block URL, but it is a specific code language that I don't know, and it has changed enough times since the instigation of this website that I just don't care to keep up. I block and ban obvious spam on an individual basis daily, and that's it.
my abilities are limited to:
removing posts or comments
banning or unbanning: either usernames or IP or both
My position as moderator allows me to recognize patterns other users would not be certain to recognize.
