Take a look at Russia for a good example.
The processor they have kicks the shit out of the intel stuff, yea sure its not as small yet, so not as fast? but.. it is already capable of much more. So once they scale it down over the next decade or so, it will likely become the worlds top chip.
Cutting china off access to our chips, means they will make their own and just ask yourself given the scale and funding how long it will take to surpass.
