Considering the 'quality' of the average website that pops up on a search for "December 13th end of cash", and remembering the feeble 'adoption' of card-only during the "coin shortage" of the past two years? I"m quite doubtful.
Not 1% of the infrastructure for anything approaching 100% 'digital money' is in place, especially in a county that's shitting its pants trying to charge the 0.1% of (electric) cars during heat waves. Not to mention the field day script-kiddies worldwide would be having in disrupting the effort.
Look at what's happened to all the areas "we've liberated". "We" ended up flying in plane-loads of good old cash money to prop up some semblance of civilization without fail.
