I read a detailed analysis of that and I have some comments of use.
The situation was complicated.
The attack on the crowd was a diversion.
The 'plot' is complex. There was a Saudi royal staying at the hotel and his party had the top floors all blocked off. There was a Saudi opposition plot to kill him, and the arms for an assault were stashed by an arms supplier on a lower floor. The FBI caught wind of the plot and they began activity. The prince was moved away rapidly and the FBI began action to get the assassins. The killers caught on and they set up a diversion to help them escape from the hotel. Rather than just run and risk being caught they did a panic move attack in the hope of confusing law resources.
I can't immediately find the analysis but am looking for it.
Added: these are still not the full analysis I'd read but they're info in the meantime
Maybe some of that is true, but I'm not convinced Paddock was a "diversion." A little-known but major aspect of all of this is that Paddock's father was a psychopathic criminal, on the FBI's 10 Most Wanted list for a while. That tells me that Paddock could well have just been crazy. Maybe he had some undercover connections as well with arms dealing and so on, but maybe he just decided to commit a massacre.

I seem to remember that Paddock was identified as the arms supplier. If he was trapped maybe he figured he'd go out in a blaze of whatever.
